Train Protection Warning System

Amec Spie were contracted by Railtrack to deliver the Design, Implementation and commissioning works associated with the fitment of a new safety system called TPWS (Train Protection and Warning System).

Our role was to provide a programme management facility to report to the Senior Project Management Team on the progress in general and against our original agreed programme of works.

Balfour Beatty

Heathrow Express contract for Balfour Beatty Civil Engineering Ltd

Original project was the construction of a rail link from Paddington Station to Heathrow Airport (Terminals 1-4). This included the construction of running tunnels, platforms and concourse tunnels with associated lift vent and escalator shafts for the rail link from Great western main line at Hayes to connect all terminals at Heathrow. Original Contract Value was £66m but this increased to £150m+ following the 1994 tunnel collapse.

Key Responsibilities:

  • Set up and manage a labour & plant database for BBCEL, this was a financial application in connection with their insurance claim as a result of the tunnel collapse.
  • Design & Installation of Pull Cord Warning System in Primrose Hill tunnels as a method of emergency notification if a train fails whilst in the tunnels.
  • Act as Construction Managers to oversee the design, construction and implementation of the chosen method of warning system, including trial fitment in Watford slow line tunnels.

Virgin Trains

West Coast Route Modernisation Project

Virgin Trains constructed an Engineering Team as a one stop shop for both staff and external companies for anything relating to engineering works as a result of the upgrade works on the West Coast Mainline.

Key areas undertaken:

  • Provision of Commercial & Contracts Manager
  • Manage documentation and financial procedures as part of Network Change process
  • Ensure financial forecasts are delivered by both the team and also external suppliers
  • Check contractual invoices and liaise directly with suppliers on anomalies
  • Manage / Audit Alliance Project Building Team core costs
  • Regular monitoring / updating of Actual Costs against Budget
  • Lead Virgin WCRM finance team, ensuring deadlines are met
  • Develop cash flow forecasting with Network Rail and Finance
  • Assist PMs to develop cost effective contracts with suppliers (internal and external)
  • Maintain Asset Register of all WCRM sponsored equipment
  • Manage Franklin and Andrews Audit contract
  • Represent Virgin Trains at various industry meetings
  • Provision of a Project Delivery and Commercial Manager
  • Project Management and “On the Day” Delivery of all Virgin Trains Rail replacement operations south of Wolverhampton, focusing on the customer service elements
  • Responsible for carrying out internal audits of services received from suppliers
  • Calculation of Compensation entitlements under Schedule 4 Process and Part G
  • Assistance in developing the New Schedule 4 Compensation Process for Network Rail as a direct result of our work and experience for the Project and Delivery Team at Virgin
  • Development and Management of Corporate Safe Methods of Working at stations during operations
  • Project Managed IT Transformation Project for Operations Team

Network Rail

Railtrack Project Delivery (Southern)

Projects values from £30k to £25m

Feasibility Level through to Implementation of works. Southern Zone was divided in to various sections: Asset Renewals Group which consisted of: Track Renewals, Telecommunications and Electrification facilities.

Key Responsibilities:

  • Provision of Commercial Support by means of Commercial Analysts
  • Management and Control of Project Budgets for the renewals of assets
  • Contract management
  • Contractor valuations preparation: invoice processing, project management
  • Collation, input and production of 4 weekly financial reports (including financial planning and charge control variations). These reports summarised the progress to date (in terms of time and money) and also future expenditure of the projects (4 weekly forecasts)

Development, training and mentoring new Railtrack Commercial Analysts

West Coast Route Modernisation Project (External Stakeholder Management)

Key Responsibilities:

  • Relationship management of all the Train Operating Companies (TOC’s) & the Freight Operating Companies (FOC’s)
  • Compensation claim management
  • Provision of a Commercial Analyst
  • Spreadsheet management projecting liabilities as a result of pending engineering works
  • Accurate estimate provision of expected compensation claims for future engineering works, which would be included in authority papers to obtain the necessary funding for the projects. Purchase Order control
  • ESM Team contact with Finance.
